Went to the Paddy's parade in Boston today. It was nice and warm for a change.....but it was not without cost...radiator in car blew and started steamin` in downtown traffic...abandoned the car temporarily and jumped on the train to get to Southie (Little Ireland) to watch the parade....fun was had by all!!!

I was listening to the radio this morning, WIP 610, and Big Daddy Graham trashed the 'Yard. He said that he worked there in '72 and '73 as a Boilermaker and that he, "knows for a fact that no work was being done!" He said it was common for entire gangs to hit the clock in the morning then go hide somewhere until lunch time, eat lunch, then go hide again until quitting time. Tell me this ain't so!

I am not a former employee of the yard but I visited there as a 14 year old boy with my parents in 1961. We went aboard my father's ship the USS South Dakota which was in mothballs there. It had been there since 1946 or 1947. She was quite a site tied up all by herself on a long pier. Two young sailors took us thru the ship and there were things laying all over from the war. Helmets, life jackets mess gear and believe it or not signal flags still in there holders on the flag bridge. Came off with one of those flags under my raincoat...Great yard with a great history....Take care Howard Bartholf

To Gerry Heimann who didn't leave his web address: The material offloaded from Prinz Eugen (IX 300) on Pier 6 went for a time to the warehouses in the Back Channel 763 Bldg, Etc. They were property of the Curator of the Navy. I don't have any further info on what happened to the guns & etc., but you might want to contact the naval History Division (OP 09 sh) @ (202) 433-3643. Just finished the Navy Yard book. It claims to be the definitive history of the Navy Yard. As someone that worked at the yard for 10% of that history, I was disappointed. It starts out by questioning why it took so long to close. It does nothing to correct misconceptions about culpability for the astro arc problems. Period site maps for League Island are historically inaccurate. Buildings 1000 and 1029 appear in the maps for 1910 -1912 and 1939 – 1945, but not in the map for 1960 – 1996 when they were built.

Subject: Prinz Eugen artifacts

This topic goes back a bit, so I hope that someone may have some recollection of the subject. A few years ago, I spoke with Rich Kwan, Public Relations of the Yad, on the subject but I don't see his name on the Email list. I was interested in some of the equipment/armament that was unshipped when the Prinz Eugen was outfitted for its voyage to Bimini and participation in the A-tests in 1946. I recalled that the guns fom A turret was shipped to the Weapon's Testing facility in Dahlgren, Va., but I also believe that an anticraft installation, range finders and other equipment were also removed and kept at the Philly yard. Does anyone know about these items and do they still exist and are able to be viewed?
I hope there is an historian in your group that never forgets anything because they are the ones who keep things like this alive.

Interesting note to those who remember the very large trees in front of the Chapel. Today one uprooted and fell on a car carrying 4 sailors from the USS Seattle, now at Pier 6 (Metro Machine). Three had to be extricated with the help of the City Fire Dept. We ended up using 3 sets of Jaws of Life and air bags (oh, a crane also). With only 9 firefighters on duty at any one time, the help was greatly appreciated. It was their call but we are still running first on everything on the complex, thanks to new NAVSSES Commander, Captain Joseph. I must say it is nice to see some familiar faces when we travel around the complex. Stay Safe.

THE WELDING SCHOOL AND THE APPRENTICE SCHOOL WERE ALWAYS HOT BEDS FOR HOME JOBS.

Here's another "Home Job" story. The names have been deleted to protect the guilty. Someone from 990bldg. was about to go on vacation when his camper blew it's exhaust system. "No problem", said a concerned co-worker, the word was passed and work was begun. Stainless steel pipe was brought in from 41 shop and with the help of some "tin knockers" and welders a new stainless steel exhaust system was fabricated and installed in record time. Can't get that kind of effort at Midas.

Truth or shipyard legend?

I was recalling stories with a former yardbird and this one came up.

There was an employee in one of the shops who could be seen looking under the hood of his car during breaks and at lunch time. He apparently had lots of car trouble. Turns out, he stored wine and a straw in the windshield washer fluid reservoir.

I once reviewed a beneficial suggestion from an employee who suggested that Safety Bulletins be posted inside the bathroom stalls so that the workers can spend their time reading them rather than newspapers or pornographic material. The suggestion was not adopted.

We also got on the subject of "favorite home jobs" from fixing bikes to making belt buckles out of half-dollars. Anyone want to share their favorite? I'll admit to having name plates made for the whole family and mirrored tiles cut to size.

Eraser on a pencil.....good one Chief. Speaking of "sledgehammer mechanics", I remember servicing for "The Dink" on the USS Tatnall. We were up top working with the aluminum mig gun. "Dink" was trying to slam an aluminum tee into place (without much success), when he finally turned to me and said, "Hey babe you can fill in that gap can't ya." Well the gap was 12" long and 3-4" at it's widest point. Well needless to say he wasn't happy when I laughed at him. He kept trying to slam that thing into place....to no avail. Take care. I'm still working for Uncle at the Defense Ammunition Center in Oklahoma and heard some complaining today that some supervisors have assigned parking spaces that are close to the building. Now the farthest parking space from the building is only 300 feet. I started to think about parking in 88 lot or the East lot at PNSY and the long walk or the cattle cars, which was worse? These people here don't know how easy they have it. Does anyone know the author of the famous quote that "a welder is just another tool in your bag"?

I entered the yard as an apprentice sht metal wkr on Aug,8 1962 and my check number was 39701.I spent 17 years in 17,went on to scheduling and ended up as a Progressman on all the carriers except for Kennedy.I retired with the first early out in 94 and when warminster closed transferred to Pax River in Jan 95.I do miss the great camaraderie and can do spirit that the Yard had.Especially the people,the "OT" and those great sea trials.And,I would have paid the 6 bucks for parking!!!!

Received my copy of the Yard history book and knew that somehow I could find something that I had a personal experience with.On page 205,there is apicture of a torpedo boat being fitted out.As I can recall,that was the first overtime that I woked at the yard.I was asked to Double Back at midnight to assemble and have welded about 12 sets of battle helmet stowages for these boats.The job got done and the ships left on time.As usual for our Yard.

Joe, the people I work with are also surprised that we shut down for Christmas. Of course, they can't shut down a prison!
One thing they do different in the Bureau of Prisons is that you have to schedule your vacation the year before and you get the vacation based on seniority with the BOP, not total government time.
Ron Reeves, you should of introduced yourself to me at the Seaport. I was expecting more YardBirds there. Must of been the six bucks for parking that kept them away!

Hope everyone has a safe and happy holiday. Jaybird good luck on New Years Day. Things to remember are of course the x-mas parties throughout the yard, and shutting down for two weeks during the holidays. People that I work with now are dumbfounded that we used to get two weeks off during x-mas and New Years. Jaybird do you guys ing the foundry still close for the holidays. Who is still working with you? Who is the boss? What about at the other gov't installations throughout the country. Are you able to take off if you want? I know the Post Office you can't, but what about elsewhere? Have a good one everyone. One closing note for any fans of the South Park show: Doesn't the female driver who drives the kids schoolbus sound (shriek) and look like our old friend Stella (COME ON NOW GET IT UP!!!!!!!!). Frankie Z: You didn't leave your email address ! You missed the party in May that Nacho threw ??? Julio: I went to the signing, and looked in on the synopsis in the auditorium before the signing. I was first in line,because the security outside for the hotel going up gave my wife quite a hassle ans was very rude to her thinking she being incapacitated was going to blow up or sabotage thier stinking hotel !!! So I had to leave pretty quick. Did talk to the admiral, and volunteered to work for him when I retire. Didn't get to see the exhibits, but will sometime soon & will have to take public transit as do not want to pay $6.00 for parking too exorbitant. The oepole putting on the show didn't inform anyone as to the parking charge ! I am reading the book now when I can and it's fascinating to say the least. Best to all for the Holidays.....

Just found this site. I started at the yard in July 68 and left in August 83. I graduated from the apprenticeship in 72. I worked in the motor and generator dept. for most of my time at the yard. I have nothing but the fondest memories of the people I had the pleasure of working with. I still keep in touch with some of them. People like Joe Salamone, Tommy Loftus, George Hodge, Don Fish and many others will always be remembered. Thanks for opening this site. I will visit often. P.S Carol Banjock; You wouldn`t happen to be married to Tom Banjok,I remember him when he came to work with me as an apprentice in the motor shop. He was a character. I also remember the many nights playing for the GREAT 51 shop softball teams of the 70`s and early 80`s and all the times we ended up at the PACKER bar. Still don`t know how I survived all those nights with Tommy Loftus and our leader Don Fish. Good times!!!

I found this obituary in Friday's Dec. 1, 2000 Daily News.
George Reid died of a massive heart attack last Wednesday. He was 47 years old.
George was a 26 shop graduate apprentice. He worked at the yard from 1972 until closing then moved on to work at the post office at 30th street. He was a real nice guy and will be missed by all his friends from the yard.

I was stationed at the Naval Hospital supply building as well as the Branch Medical Clinic. Left in 90 and went to USS AMERICA (CV-66) until 92. Is the old hospital on the corner of Broad and Pattison still standing? Man, I miss Philly. The "24 hour steak and pizza joint" a few blocks down Broad, just under the overpass. I'm still a FLyer/Eagel fan. I can honestly say that I was born and raised in Arkansas but grew up in Philadelphia. I miss some of the local bars and local people I met and hung out with. Your have a great web-site, I'll definatley keep going back. I can honestly say I have two homes in Philly, the old Naval Hospital and Miss AMERICA!!

I just got a copy of the new book 'The Philadelphia Navy Yard' by Jeffery M. Dorwart with Jean K. Wolf. I haven't started reading it yet, but just thumbing thru, it appears to be a pretty comprehensive history of the Yard. It's got alot of nice old pics, too. I love old pics!

I'll be at the book signing on Thursday with the wife. I've been meaning to stop by the Seaport Museum for a while and check out what they have on the Yard. I'll take my digital camera along and see if they'll let me take pics. Hopefully you guys will come out and I'll have lots of pics of you to post on the page, too.

Speaking of old pics (well, maybe not that old)! I found this pic of me today teaching welding symbols to an apprentice class. I think this was the last 26 shop apprentice class at the Yard. I've also scanned a weld certification form I found. Frank Pappas and Carmen DeMarco's signatures appear on it. Someone posted on this page awhile ago that Carmen had died of a heart attack. I haven't been able to confirm this but if anyone has any info on any of the welding instructors I worked with, John Bell, Carmen DeMarco, Frank Pappas, Danny Stinnett, or (Big) Mike Bower, please e-mail me.

Dear Sir:

I reviewed your web site with interest this evening.
Can you please tell me what happened to the Philadelphia Navy Yard archives? I would like to get photos of the USS Stack, DD-406, a WWII destroyer, that was struck by the carrier Wasp (CV-7) on March 17, 1942. My Dad served on the Stack and I am currently writing a book. I would like to show the 3 ft. wide gaping hole that went down to the water line in the Stack's hull. She limped at 7 knots to the Phila Navy Yard for repairs and was there for two months.

I would appreciate any leads that you can give me. Thanks in advance.

Greetings to all,

It's taken me a while to get over my bitterness over the yard's clousure, but I now can start to look back with fondness at my time there.

After Pnsy's closure I tried to take a part-time contracting business full time, unfortunately things did not work-out. I then began an apprenticeship in the masonry restoration trade (Bricklayers and Allied Craftsmen Local #1). I have now been a foreman for one of the areas largest restoration contractors for almost two years.

If anyone kept the last issue of the beacon you may have seen a poem written by myself, and I wanted to let you all in on a little joke. If you take the first letter of the first word in each of the paragraphs and put it together it spells "FTN" or F_ck the Navy. It was my parting shot at all the brass looking for their golden parachutes.

I wish all of the good men and women of the best Yard that ever was a happy, and blessed holiday season, and a healthy and prosperous New Year

What I found last week and scanned today is the picture that dedicated the 17 SHOP LOGO, this was taken in what I think was 1981, but may have been later. The two people who worked on the logo were Mike Dixon and Ron Reeves who are shaking hands with Joe Spaventa (Shop Head) and someone who I can't remember. I think the other person was from the structural gruop, not from 17 shop, may have been a Welder General Foreman. In those days the group consisted of 11, 26 & 17 shops. In my early days (1967) the structural group was (beleive it or not) 17, 26 & 56 shops. I've been looking for this picture for years and finally found it, brings back lots of good memories.

Please put this on the yardbird site for me as I know it will generate lots of smiles for us old tin knockers. Hey do you have any pop rivets? :-)

Julio, I am afraid that any recollection you have of refitting the USS Cole could not be the current version which is DDG 51 Class. For starters, the ships are too new for us to have worked on, and secondly, the DDG 51 Class are maintained in the private sector.
I recently attended the DoD Maintenance Symposium in Charleston and one of the people I ran into was "Big" Art Clark. We got to reminisce for a bit, and in general had a nice talk. He seems to be doing well.

Julio that red card brought back some memories. The first one was during the Forrestal overhaul working as an apprentice for Woodrow down in the drydock. Overtime was mandatory, and if you didn't come in management said there would be hell to pay. I had told Woody all week that I couldn't work that Saturday, but as was the company line at that time I was told, "You'll be here and like it." So when Saturday came I called out, and before my wife and I went up the mountains we had to take our dog to the vet to get some antibiotics. While there I asked the vet for a note stating that I had been in his office due to my pets illness. Well at Monday morning muster Woody came swaggering over with a smirk on his face stating, "Well Cloud you have a meeting with Mr.(LA) Smith this morning." I proceeded to smile and tell him that I couldn't be there because I had to care for my poor sick dog. I then handed him a leave slip for 8 hours of annual leave with a copy of the note from the vet. I told him since this was a mandatory day that I should be able to use annual leave, and get time and a half to boot. Everyone at muster laughed except Woody, he didn't seem to appreciate the humor in the situation. I never did get that annual leave, but I wasn't written up either. Then there was the other end of the spectrum when the overtime was scarce, and only a seleted few would get red cards. One weekend no one was working. So, just to stir up some crap me and Mike Decimo put red cards in our shirt pockets for everyone to see at muster. As we walked out to the clock Grater and Stevie "Hey babe" Fillion followed Tony Pappalardo all the way to his car...yapping the whole way about why we were working and they weren't. Stereo whining that probably cost Pappalardo some of his hearing. (If you ever heard stevie whine it is enough to shatter glass.)
By the way is anyone going to that book signing? I thought it would be good to go, and then go out afterwards. Take care Nurse Joe

Buddy LaSage was part of Tune Caterers. Where is Buddy LaSage's email address on the Ex-Yardbird list? I know he's posted here before. Actually, it was last December 19th that he was posting often. Buddy???? Where are you???? Tune Caterers were the best! I used them for my wedding.... great time.

Bob Uleary really was a big softie, Jim. I just loved arguing with him. He was a good friend. I've seen him around town at harley drags and such since the yard has closed, but not in recent years. Bob always had a warm hug, a welcoming smile, and a great sarcastic remark to greet with! He helped me once to get my sister a beautiful doberman puppy for Christmas - although you are braver than I am, Jim, I wouldn't go into Ted's biker bar with him. I am very sorry for his family (brother Big Jim) and most importantly his children's loss. Now I am sure that Bob (and Ted) and some other fine friends of ours from that Aston spot are up there right now smiling down in all directions. Love you Bob!

And Rick??? Jim???? When is the Christmas party? Seriously. And Where???? Do I have to organize everything????? Wanna just do a happy hour after work at Lagoon or something??? Dinner at Leahman's??? Let me know for crying out loud.

Hey Mr. Reeves, you don't know me but I can relate to your story about Tobyhanna. I moved to the Pocono area in 1990 and thought that I had a good chance of getting into the depot. I found out that they did everything in their power to keep from hiring anyone affected by the BRAC's. I agree with you that the installation is full of resentful jerks who wouldn't know how to perform a decent job if we (you and I) showed them.
Anyway, I've sinced moved on and am doing well in another field. It was tough giving up seniority and starting from scratch all over again. I used to feel dissappointed about not being able to get in the depot, but after reading your comments I don't feel so bad about it now. And I hope they do close the place, they have a lot of guts thinking that they are "untouchable"
Well, enough venting for now |smile|. You take care of yourself Ron and don't let those "coal crackers" get you down. Long live PNSY in our hearts and minds!!

I can't wait to get out of Tobyhanna Army Depot because the bosses (not managers) are incompetent. I told mine the other day that there will be two more rounds of BRAC's after the election recommended by our 'friend' of the military Sen. Warner....the 'boss' scoffed at this and said they'd never close good old Tobyhanna, and said there would never be an early out here-where have we heard this before ???? He must have a crystal ball. I am shunned by the coal crackers here, as I am not from the area and am considered an outsider because I took one of thier buddies' jobs, and I make more money in save pay than they do so nobody hardly talks to me here. They have a thing called "Team Power" here where all employees participate. I was told the other day that I was not a team player by my boss, and I said to him that he was not a good 'manager' if he thought that....we always was a team at PNSY and we got the jobs done, and I miss dearly everyone whom I came in contact with-God Bless you all!!! I just found this site and boy do I have a lot of reading to do. The comments here are great, and it is nice to hear from yardbirds that I had come to know from my years on the iron. I spent 18 years at PNSY. 8 in 38 shop and 10 on the other side of the fence in the IRMO C/1230. I have stayed with the government and am now working for the Department of Veterans Affairs in wilmington delaware. I am in the IRM department as a computer specialist and the PACS Imaging Systems manager. We will be recruting for a microsoft network specialist in october, the job will be posted in the newspaper in early october, so keep an eye out for it. I believe that it will be a GS11. Gotta go now, but I will return.

It's hard to believe that today is the 5th anniv. of our final day at PNSY and the 6th annual P&E reunion is on Oct 13th. Invitations are in the mail. If you did'nt get yours, send me an e-mail. On Oct 7th there will be a parade in Woodbury NJ starting at 6:30 PM. The Kiwanis club ( I am current Pres. ) is entering a float with an 18 ft model of USS New Jersey as built. The model will rock fore & aft and turrets 1& 2 will be rotating. It is a real work of art and you should try to be there for the maiden voyage. There will be future showings. Hope to see many of you in the near future.

any body know where jimmy lafferty is. Stayed on this page for 5 hours yesterday,what memories.have already heard from bruce laff and mikey welsh.It was neat reading some of the stories and sad also to hear of some of the deaths. I'm like a lot of you i started at the shipyard right out of high school,12/66, 17 shop with joe dekraft and nacho perez. how was the 17 shop reunion. got drafted in 67 made that big trip to the nam in 68.returned in 69. I WAS THE ONLY TINKNOCKER APRRENTICE then, the big riffs were taking place it was me and tony camp. one on one in trade theory, you talk about individual attention,finally tank and m.dixon bob frey came back from the service and they brought the 11 shop guys over instead of getting riffed, bruce, tony al, griff, rony hall. anybody remember leon coates he got killed before we graduated. steve cherney. wow what a group.went to design in 78 stayed till the forced retirement came in 95. It's hard to believe it's 5 years since we closed!

Are we supposed to say, "Chaney really dicked us, but I might as well vote for him anyway." It doesn't work that way. I don't know if the votes of a bunch of old shipyard workers will matter in this election......but I sure hope so.

I was on vacation, down Ocean City, during the Republican National Convention. I was relaxing during dinner one night, and the news was on. I looked up at the TV and my entire dinner almost came up. There staring me in the face with this big "Come on vote for me, would I do anything to hurt you." smile on his face was Dick Cheney. Now let me clarify something. The best move that I made in my life was going into nursing. I miss the guys at the shipyard, but I am making more money for a lot less hours as a nurse. However, it amazes me when I saw that man on the TV how angry I got. All the old feelings came back. Did anyone else have similar feelings? Well I never thought I would get the chance to pay Mr. Cheney back, but I will be voting against him in the Presidential race. This might not seem like much, but it will make me feel a little better. If I have to look at that guy for four years I'll scream.
Well, I saw Bobby "The Big Breasted Buffoon/Mayor of 57 Building" Madonna down the shore on the beach in Ocean City. He is doing well. He has a big cardboard box that he lives in. He says that he always wanted a beachfront condo and now he has one. I asked him how he made out living in a cardboard box in the winter on the beach.....a little cold???? He says he comes to Philly in the winter. He has a beautiful heating vent that he lives on in beautiful Society Hill. Man some guys have all the luck. Hey Bobby why don't you stay down on the beach this winter. Just make a fire out of all of those Eric Lindros rookie card that you brought way back when. They burn just like firewood, and are just as worthless. Now I'm holding on to my Sean Bradley rookie cards for when he is inducted into the Hall of Fame.
How about those Cowgirls!!! The Eagles made their season with that win.

Hello,

I have just managed to surf onto your site and found it quite interesting.

I noted that you asked for information about other yardbirds, so here goes. Though I was way too young to remember it, I am told my Paternal Grandfather worked at the PNSY shortly after, or even during, WWII. He died some years ago, but as I am unsure when you would have worked there, I wondered if you knew him or of him. His name was Morris J. Reese, of Collingdale. If it is pertinent to your site, I am sure I could come up with a photo or two and, possibly, some more information about his specific duties there.

In addition, I had a question about the PNSY. I have come into possession of a firefighters helmet, 1970's era, which is red plastic (an MSA model "Topgard") and is idendified with a red leather front, labeled PNS-FD and the number 6. I have searched high and low and cannot identify this department, and now wonder if it may have stood for Phila. Naval Shipyard, as I believe they had their own dedicated department. Just out of curiousity, should that description ring a bell, please write to me and let me know.

Meanwhile, I will try to get some more information about my Grandfather, for your site.

Singapore Technologies Engineering is trying to acquire a shipyard in the U.S. and is willing to pay U.S. $60-U.S.$180 million, according to CEO
Boon Swan Foo. He was speaking after the company announced a 36% gain in first-half net profit and said it expects full-year growth to be more
than 25 per cent . ST Engineering's earnings for the six months to June 30 soared to Singapore $132.2 million on an 18 per cent rise in turnover
to S$1.1 billion.U.S. operations contributed about 17 per cent to first-half revenue ST Engineering has been widely reported as among the
potential buyers for the Kværner Philadelphia shipyard ST Engineering's Singapore yard has four shipbuilding berths for vessels of up to 30,000

Kvaerner Audit Exposes Abysmal Oversight; Excessive, Wasteful Perks

Ridge Administration Lured Company with Irresistible, Low-Risk Deal; No Regard for Taxpayers

PHILADELPHIA, Aug. 9 /PRNewswire/ -- Imagine living rent-free in a $675,000 house, driving a BMW 740iL at no cost, flying your family back
and forth to Europe at state expense, and getting taxpayers to fund your $50,000 basement renovation. Throw in millions of state dollars for
personal luxury items such as artwork, patio furniture, a grand piano, and a $2,000 swingset for your kids, and you're living the life of a top
Kvaerner executive at the former Philadelphia Naval Shipyard. 

These taxpayer-funded extravagances and other examples of excessive, wasteful spending were uncovered during a performance audit of the
Kvaerner shipyard deal negotiated by Gov. Tom Ridge and overseen by his appointees. Auditor General Robert P. Casey, Jr. today released the
audit and offered 45 recommendations to protect taxpayers in future economic development projects. 

``I had great hopes for this project and the thousands of good, family- sustaining jobs that were promised,'' said Casey who, as a member of the
Delaware River Port Authority, voted to authorize the expenditure of DRPA funds for the Kvaerner project. ``I am still hopeful that ships will be
built and more jobs will be created. However, our audit raises serious concerns about the Ridge administration's failure to negotiate a deal that
was in the best interest of Pennsylvania workers and taxpayers, and its failure to provide vigilant oversight of this project.'' 

At its most basic level, Kvaerner's sweetheart deal -- involving nearly half a billion dollars in government largesse -- allows the company to earn
fees in the short term for building a new shipyard at taxpayer expense, and then either abandon the project and escape responsibility for
operating the shipyard and building ships, or operate the shipyard and fulfill its contractual obligations before eventually purchasing the shipyard
for just one dollar. 

The Philadelphia Shipyard Development Corporation (PSDC) is the non-profit entity responsible for disbursing public funds to Kvaerner and
monitoring its performance. A majority of its five members, including its current chairperson, Secretary of Community and Economic
Development Samuel McCullough, are appointees of Gov. Ridge. In its official response to Casey's audit, PSDC never disputed Casey's
explanation of the true terms of this deal or its extraordinary commitment of public funds. In fact, PSDC urged Casey's auditors to remove the
discussion of the contract terms from the audit report and keep this information from Pennsylvania taxpayers. PSDC also questioned Casey's
authority to analyze the Kvaerner contract documents, and the Governor's lawyers refused to provide ``due diligence'' documents that would
indicate whether the Ridge administration made any effort to ensure that public funds were being committed to a project that had a reasonable
likelihood of success in the first place. 

``Pennsylvania taxpayers have a right to know-in excruciating detail -- how their hard-earned money has been `invested' in this project,'' Casey
said. ``The Ridge administration gets deeply offended by scrutiny; it wants no oversight, no examination of its work. What's really offensive,
almost scary, is that administration officials argued that taxpayers shouldn't see this information.'' 

Casey explained that the findings of his performance audit are based on what the contract documents actually require, not what the
Commonwealth and the other governmental parties hope will someday occur. The basic financing structure of the Kvaerner deal is this: 

     -- Kvaerner has not been required to make any financial contribution to
         the cost of constructing the shipyard, other than paying for
         possible cost overruns.
     -- Pennsylvania taxpayers committed more money (38%) to the project than
         any other party.
     -- The Commonwealth and the other governmental parties committed over
         2-1/2 times more money to the construction and improvement of the
         shipyard than Kvaerner is ever required to pay.
     -- Virtually all of the public funds committed to the project were
         grants, as opposed to loans, which Kvaerner has no obligation to
         repay, regardless of if it ever builds a ship in Philadelphia.


Kvaerner's Sweetheart Deal 

The December 1997 Master Agreement between the governmental parties (the Commonwealth, the City of Philadelphia, and other public entities)
and Kvaerner provided $429 million of public funds -- including $227 million from Pennsylvania taxpayers alone -- to Kvaerner for the construction
of the shipyard, employee salaries and benefits, and employee training. 

Casey's audit found that the Master Agreement imposed ambiguous obligations on Kvaerner and deferred the required performance of most of its
obligations for several years, if ever. More significantly, it granted Kvaerner the right to abandon the project and escape responsibility for
operating the shipyard and building ships, after having earned fees for constructing the yard at taxpayer expense. ``The Master Agreement
created both the incentive and the economic rationale for Kvaerner to enter into this project irrespective of its ability to sustain shipbuilding
operations in Philadelphia or of the long-term economic viability of the project,'' Casey said. 

A July 1999 Amendment to the Master Agreement -- signed three months after Kvaerner announced it was leaving the shipbuilding industry --
compounded the flaws in the Master Agreement by granting Kvaerner the right to abandon the project even earlier and by further deferring the
required performance of Kvaerner's obligations. In fact, Casey's analysis determined that the Amendment's new ``protections'' for taxpayers are
illusory and actually weakened the protections provided by the Master Agreement. 

``The Amendment bailed Kvaerner out of paying for construction cost overruns by increasing the initial construction budget by over $62 million
and shifting most of the burden of the additional costs onto the taxpayers of Pennsylvania,'' Casey said. 

Profound Failure to Monitor Kvaerner and the Project 

The risks borne by the public in the original contract documents were compounded by problems that began to arise during the first year of the
contract. ``Many of these problems did not become known to PSDC and the governmental parties until late 1998 due to PSDC's complete failure
throughout most of the year to adequately monitor Kvaerner's performance of its contractual obligations and the progress of the shipyard,'' Casey
said. 

By late 1998, the project was three months behind schedule and facing construction cost overruns of $80 million. PSDC's own consultant
expressed concerns that the promised ``state-of-the-art'' shipyard was in jeopardy. In a December 1998 memo, the consultant warned, `` ...
Kvaerner and its staff are having a difficult time managing and controlling this project... We cannot stress enough the sense of urgency to
formulate a new game plan! Kvaerner is proceeding with major reductions in the project that will have a negative impact on this facility and negate
the availability of one of the best shipbuilding facilities in the world.'' 

PSDC claimed to know nothing about this memo and questioned how Casey's auditors obtained it. In fact, it came right from PSDC's own files!
``We're deeply troubled by PSDC's lack of awareness of this critical document, the contents of its own files, and most important, its own
consultant's analysis,'' Casey said. ``This demonstrates a profound failure to adequately monitor Kvaerner and the project, and an arrogant
disregard for taxpayers and shipyard workers.'' 

    Casey's performance audit also found that PSDC failed to:
     -- monitor Kvaerner's efforts to maximize the involvement of regional
         suppliers in the construction of the shipyard from the outset of the
         Master Agreement in December 1997;
     -- monitor Kvaerner's activities in awarding $39 million in equipment
         contracts to foreign companies, including the contracts for several
         steel cranes bought from Portugal;
     -- meet as required to plan outreach sessions to involve regional
         suppliers in the construction of the shipyard;
     -- hold required weekly progress meetings with Kvaerner until August
         1998;
     -- receive and review the required monthly progress reports from Kvaerner
         until Nov. 1998; and
     -- document any of its inspections of the shipyard facility.


Too Few Contracts Awarded to Pennsylvania Companies 

According to Casey's audit, Kvaerner failed to maximize the involvement of regional suppliers in the construction of the shipyard. In fact,
Pennsylvania companies received less than half of the construction contract dollars awarded as of October 1999, less than two percent of the
equipment contract dollars as of November 1999, and none of the information technology contract dollars as of July 1999. 

``PSDC recently announced that Kvaerner had awarded shipbuilding contracts to two Pennsylvania companies,'' Casey said. ``These awards
were announced after PSDC received our draft audit report criticizing Kvaerner's outreach to regional suppliers and PSDC's monitoring of such
outreach.'' 

``Furthermore, neither contract relates to the construction of the shipyard, reflecting our fundamental difference of opinion with the Ridge
administration that Kvaerner should have made efforts to award those contracts to Pennsylvania companies,'' Casey said. ``Now that
construction is almost complete, we hope that more Pennsylvania companies are awarded shipbuilding contracts.'' 

Casey's audit also found that PSDC and the governmental parties violated the Steel Products Procurement Act by neither requiring the use of
domestic steel in the Master Agreement nor waiving such a requirement. Kvaerner also failed to meet the goals set by the Master Agreement for
the use of minority- owned businesses and the employment of minority and female workers. 

Unreasonable, Excessive Perks for Kvaerner Executives 

During the period audited, PSDC gave nearly $2 million in taxpayer funds to Kvaerner for certain categories of expenses for top executives.
Among the items bought with these funds, which Casey assailed as ``shameful,'' were $16,500 in sofas; $7,700 in tables; patio furniture for
$8,400; a $6,000 grand piano; $5,800 in window treatments; artwork for $4,800; and a $2,000 swingset. 

``This historic `economic development' project was supposed to provide jobs to Pennsylvania shipyard workers,'' Casey said, ``not expensive
perks to foreign shipping executives.'' 

PSDC claims that it is now going back and auditing these disbursements to determine which expenses should not have been paid with monies
advanced by taxpayers. It remains unclear which of these expenses the Ridge administration will attempt to recover, or actually succeed in
recovering. Moreover, even if some monies are ultimately recovered, Casey explained that this advance payment system will still have resulted in
the loss of state funds by providing ``no-interest, taxpayer-funded loans'' to the Kvaerner executives. PSDC said that it has adopted Casey's
recommendation to fix this process and ``is now paying Kvaerner for only actual and reasonable expatriate expenses supported by appropriate
documentation.'' 

``While we are pleased that PSDC says it has fixed this problem,'' Casey said, ``we must point out that PSDC did not do it until after we
expressed concerns and after we completed audit fieldwork. In some cases, misspent funds were not recovered for over a year. Our concern is
not whether the Kvaerner executives receive benefits, but rather, whether those benefits are funded with public dollars in a process that lacks
spending controls for taxpayers. What corporate executives expect in private industry is not justifiable or reasonable when taxpayers are footing
the bill.'' 

The $2,000 Swingset 

Less than one week before Kvaerner publicly announced that it was leaving the shipbuilding industry, its president used public funds to buy a
$2,000 swingset for his children and then someone tried to cover it up. Casey's auditors became suspicious of the president's invoice for the
purchase of ``child's garden furniture'' because it came from a swingset distributor and he'd already submitted receipts for $5,200 worth of patio
furniture. To clarify what was purchased, auditors asked the vendor for the original invoice. That invoice clearly indicated the purchase of ``Tom's
Treehouse w/single beam swingset, green wave slide, and steering wheel.'' However, in the corner of the invoice someone had written, ``please
refer to as garden furniture.'' Kvaerner's president obviously was unaware that the vendor's motto is, ``Swingsets are our Business. Our ONLY
Business.''

I read this site every week to see how everybody is doing, I now work for Dollar Rent A Car as their Fleet Manager for the Philadelphia Region. Hi All,

Hey yardbirds, I made it back up to New England and been working at Natick Labs since late May. The Labs are in Natick, MA. and i`m living in New Hampshire. Its sure nice to be back....couldn`t stand living in Maryland (the crabs were good though) but now that i`m back in LOBSTAH LAND i`ve been gettin` my share along with a few extra lbs. around the waistline. Gettin` plenty of overtime, something I haven`t seen since I left the yard back in 94, which was two baseclosures ago and a stint at Andrews A.F.B. Greetings ex-birds. Sadly, I have a listing for the obituary, but don't know how to post it there. Anyway, my neighbor Bill Jackson passed on Friday, 6/30/00. He lived in Collingdale for 46 years and retired from the Yard in the mid-70's. He was a pipefitter in 56 Shop for about 15 years. Also a member of Pipe Fitters Local 320. According to my records her ship number was #68, Her keel was layed 1 May 1935, and She launched 3 June 1936. I am trying to find plans or blueprints of Her or one of Her Secretary Class sister ships for the purpose of building a Radio Control model. Broad Street will be closed to all vehicular traffic south of Pattison Ave, except for select buses and cabs, starting 27 July 2000.

The 26th Street gate (west gate) will be opened & manned 24 hours by Philadelphia Police and PNBC Security Force, while Broad Street is closed.

I-95 detour signs are to be posted, both North-bound and South-bound exits to Broad Street will be closed.

The ramp to northbound I-95 will be open.

The 215-897-SNOW emergency number will be used to notify of any NAVSSES closure, if required

I just wanted to say hello again to my fellow co-workers. It is hard to believe that it is coming up on 5 years since we departed the Shipyard. The memories of friends and good times along with so many Philly-finishes still linger and for sure this site keeps those memories alive. I recently (April 13) underwent quardruple by-pass surgery and I am now at home recuperating. I know I join many other ex-shipyarders as a member of the "zipper" club. I hope to make it to the Lagoon on May 19th. It would be great to see a lot of our fellow yard-workers there for a good time.

A history of the Philadelphia Navy Yard is a history of the American Navy. Originally started in 1762 as a collection of some of the most skilled shipwrights in the colonies, it witnessed the birth of the United States Navy and the Marine Corps and outfitted the first American fleet in 1775. The yard was the site for the organization of a Navy Department, the Navy shore establishment, and the construction of the 44-gun frigate United States, the first American warship to be launched under the naval provisions of the Constitution. As the Navy converted its ships from sail to steam in the mid-nineteenth century, the Philadelphia Navy Yard was a leader in naval innovation, particularly the development of the screw propeller. During the Civil War, it stood as the first line of coastal defense for the Union as all navy yards to the south fell to the Confederacy.

Outgrowing its location in the Southwark district of Philadelphia, the Navy Yard moved to League Island in 1876 and became the center for such technological developments as radio and steam turbine propulsion. By World War II, the Philadelphia Navy Yard had become one of the most modern and productive shipbuilding industrial plants in the world. It was responsible for constructing scores of warships, including the largest U.S. battleships, New Jersey and Wisconsin. Following the war, the yard continued to serve as a vital part of the Navy shore establishment, refurbishing and modernizing vessels as well as maintaining a large reserve fleet. But despite two centuries of dedication to shipbuilding and technological innovation, the venerable Philadelphia Navy Yard was closed in 1996 as part of an effort to reduce federal expenditures.

As I was sitting at my computer terminal the other day trying to design a pump casing it occured to me. This is too safe. Here I am sitting here comfy and cozy, "famous amos" chocolate chip cookies just a short reach away. And I remembered back to those days at the yard when something as simple as eating a cookie would require a five flight climb, not to mention the fact that I would have to go to the head and have my hands sandblasted first. I felt the need to airarc something, preferably in a dangerous area, perhaps close to some very expensive electrical cables. Maybe I should try this without a firewatch and who needs staging anyway?
Yes, my job is safe, but I'll never forget what it took to do good work at the shipyard.

I too rememmber the days of 10 lb. mauls and 1" impact wrenches. I won't say I miss the sweat or the popsicle fingers, but I do miss the friendships that I made over the 16 years I spent in the yard. Had a great time at the 17 Shop reunion on the 24th at Shakers (A Strip Joint at other times) about 100 people showed up and it lasted till 2 AM with a lot of card games going on and good comraderie. Maybe if we bug Nacho he'll do it again sometime soon. Those who didn't attend missed a great time.....The oldest person there was Joe Lolly from 07 shop at 80 years old.....People came from as far as Wisconsin to attend and see thier old friends again or should I say family again. Hello everyone. Since first finding this site I visit often. It's always nice to see some familiar names and be reminded of some good times we all had (I was at the yard from '69 to '90). As far as the 1728 Monday union meetings I remember ordering the food and beer for the meeting(s), if Richie J wanted a wild group he'd tell me to order the PBS ... (that's Pabst Blue Ribbon). I was sorry to hear aboutJoe Skorko, he was a friend of the welders. In all of his dealings at the Shipyard he always tried to look out for the welders. Joe told me how he became a Welding Engineer. At New York Ship he was a piping engineer. Admiral Rickover (The father of the Nuclear Navy) was coming to inspect the Nuclear work being done at NY ship. The Welding Engineer had left the shipyard and they had none in place. Rickover wanted to speak to the person in charge of the welding. The Chief Engineer asked Joe what he knew about welding. Joe said little. That was the wrong answer. Joe became the only Welding Engineer, and the Chief. When Rickover came to the yard they told him that Joe was away at school studing new techniques for welding. The yard quickly sent him off to school to learn all he could about welding in 8 weeks. Admiral Rickover said next time he inspected NY ship he wanted to meet Joe.
Joe said he never met Rickover. Joe escaped him at every chance.

The Philadelphia Industrial Development Corporation (PIDC) has been
working with the City of Philadelphia, as well as the U.S. Postal Service
and the Navy, to develop an address plan for the Philadelphia Naval Business
Complex.  These addresses replace the building identification numbers.  

The street addresses for major Navy-retained buildings are as follows:
 *  Bldg. 4:  5001 South Broad Street
 *  Bldg. 29:  4700 South Broad Street
 *  Bldg. 77H:  901 Admiral Peary Way
 *  Bldg. 77L:  1000 Kitty Hawk Ave.
 *  Bldg. 87:  5101 South 11th Street.
 *  Bldg. 619:  1569 Constitution Ave.
 *  Bldg. 633: 4850 South 15th Street.
 *  Bldg. 1000:  5101 South 18th Street.
 
Additionally, PIDC worked closely with the Navy to rename some of the
streets within the PNBC.  This was done because some of the old street names
were already in use elsewhere in the City of Philadelphia.  PIDC also
developed a new signage program for the complex.  This program includes new
street, directional and tenant identification signs.  The first of the
street and directional signs involve installation of new signs at
approximately 20 locations within the complex.  Installation began in late
January and included new street signs for Broad Street, Intrepid Avenue
(Preble), Constitution Avenue (Rowan), Kitty Hawk Avenue (Porter), and
Flagship Drive (Phillip).  
 
PIDC released a map of PNBC, which shows all of the streets in the
Shipyard, Commerce Center and Girard Point portions of the property, using
the new street names where applicable.  A copy of this map can be found in
the Ship Systems Engineering Station (NAVSSES), Public Affairs Office.

We regret to announce the passing of Mr. Joseph J. Skorko, father in law of Brett Franks, code 9154. Mr. Skorko was the Chief Welding Engineer and Division Head of Welding Engineering and Nondestructive Testing (Quality Assurance Office Code 138) for the Philadelphia Naval Shipyard from 1963 to 1989. He also held engineering positions at New York Shipbuilding Corporation in Camden, NJ prior to this. There will be a viewing Wednesday evening from 7pm to 9pm and Thursday morning from 8:15am to 9:15am at The GARDNER FUNERAL HOME, RUNNEMEDE, 126 S. Black Horse Pike, Runnemede, NJ 08078. I am seeking information on the DDG-15 Modernization program that was performed in USS TATTNALL (DDG-19) beginning in August 1981. The work was performed by Philadelphia Naval Shipyard which was, I believe, the lead yard. The Mod Program was predominantly a combat systems upgrade which introduced the AN/SPS-52C radar to the DDGs. If you have any information as to where I can obtain information or where that information was archived I would greatly appreciate hearing from you. Many thanks.

Just checked in and learned of the passing of the "Snake." One of my fondest memories is of mustering on the main deck of Belknap during a rainstorm. Snake is standing under a welded overhead butt, and water starts dripping on his head. He looks up, calls Doug Woods over and informs him "that don't have to hold corn you know." What a great guy!

Harry Hook passed away on 2/29/00. He was a Toolmaker in 06 shop and was a real character. He was 70 yrs. old and had enjoyed 15 years of retirement. He worked in NAEC prior to its moving to Lakehurst and then he moved over to the shipyard. Harry was an excellent mechanic, but was a little eccentric. A mans man, he will be missed by those who knew and understood him. Harry, we hardly knew ye!!!

I worked at the yard from 1982 to 1995, when I left to go to National Park Service. I mostly worked third and second shift, primarily for the deferential and the laughs. One of the funniest accounts I can recall was in the kelly enclosure just behind Bldg. 669. John Riccio and I were sitting having coffee at the end of third shift, watching Pete La Marra sound asleep sitting up. An officer stopped and asked if Pete was okay, I told him that Pete was "channeling in" a great pipefitter who had passed on. Pete was working on a serious piping problem and he needed all the spiritual help he could muster. The officer looked at me like I was crazy, just as Pete awoke and started talking. The officer became disgruntled and walked away. Riccio and I laughed at how Pete had dodged another incident without being in trouble.

Hello yardbirds, just checkin` in on yas. This is kinda early but, Happy St. Paddy`s Day to all of yas, especially the Mic fitters and welders. Sorry to here of the passing of Hank "snake" Silvestri. He was truly a good person and I have many fond and happy memories of him.We worked together on the Belknap together as Supervisors and one day he said "hay kid can you ig weld " I said yes. Come with me .We went to #1 fire room where there was a leaking pipe that Bocci could'nt get to Snake said weld it kid . Boy was there a roar when I put on the sheild to weld. Snake told everyone in his own special way to be quiet while I welded the leak. It was funny just like the Snake was, but we all got along and got the job done. Snake, I'll miss you, we all will. May God Bless you and keep you in His graces.

Thanks Larry Smith for passing the word that Hank ("Snake") Sylvestri, Welding Foreman passed away. I worked for Snake in the Pipe Shop for a year or two. My memories of "The Snake" are fond. I only worked for him once for a couple of weeks but he was a trip. He put me on a job welding pipe and said;"Do a good job kid ,it don't hold rice". Dear Philly YardBird,
We corresponded last November about my talk at the Independence Seaport Museum on destroyer escorts.
I need your opinion about something. The University of Pennsylvania Press is publishing the Fall a complete illustrated history of the Philadelphia Navy Yard from the Continental period all the way to its closure and return of the U.S.S. New Jersey; it is called simply, "The Philadelphia Navy Yard: An Illustrated History" by Jeffery Dorwart, Professor of History, Rutgers University. The book will be hardback wiith a 4/c jacket, 320 pages, 8 x 10 trim, and contain 125 photographs and 10 maps. It will retail for $45.00. (There will be opportunities for discounts, etc., so that individuals will be able to get a copy for around $36.00.)
The book is a thorough, but readable, history of this yard and includes photographs of how the yard looked in the 1990s as well as a lot of great details of ships being built and changes to the yard over the past 200 years.
Do you think that persons who worked at the yard would be interested in a book like this? Also, we would be interested in sponsoring a book event with invitations going to former workers.

I was on USS Tirante (ss420) august 1966-March 1968. We had a yard overhaul at Philly in 1967 for several months. We stayed in the sub barracks nearby, stood watches, and had a cage for equipment, offices, and the like. Stayed the night there some when we had duty. Also sstayed in a trailer near the drydock when our boat was in there. We were all impressed by the mothball fleet there, with every type of ship imaginable. Also saw the USS New Jersey when she was in drydock being reoutfitted to go to Vietnam. I have never seen anything so big. She was covered with scaffolding, lines, etc. I recall that she had 4 screws, 2 with four blades, 2 with five.
Time dragged some in the yards, but we looked forward to going to downtown Philly for action, and went to New York about a dozen times to check out the action there. Also got to go home a couple of times (Fla) when things were slack. Met a lot of good submariner off of other boats and swapped sea stories with them. All in all it was a good time, but we were ready to get back to Key West and familiar haunts when it was over. I have a lot of fond memories about the time in the yards, things we did, girls we met, sailors we met, etc.

John received more bad news last week. The cancer has spread throughout most of his body. John will be receiving chemotherapy at he Fox Chase Cancer Center, in efforts to put him into remission. As can be expected, just is in a lot of pain. He has heard from several of his buddies from 72 Shop, and several have offered any help that he needs, from taking him to the hospital for treatment to running errands.
